Until recently Zheng Xiaou was head of the State Food and Drugs Administration for China. One of the medicines was a gall bladder medication. It contained inappropriate ingredients. It was consequently established that several people (five) died as a result of using the pills. Unlike many other countries, a figure like Zheng Xiaou would be arrested, given a trial that would take five years, and then perhaps spend some time in prison. In China he was executed a couple of weeks ago, less than 2 months after his arrest. Zheng was convicted of taking over $800,000 in brides from eight different pharmaceutical companies.

What’s Happening Here?

China is finding itself in the same position that Japan was in the 1970’s. Back then, Japan was industrializing, and having massive quality control problems. This went on for years. There was a time that “Made in Japan” meant a product that was inexpensive (cheap) with terrible quality. Over a period of 20 years, the Japanese mastered quality control, thanks to the works of Dr. W. Edwards Deming, the man who understood quality processes better than any other American. The Americans didn’t listen to him, but the Japanese treated him like a God. The rest they say is history.

Now China finds itself in the same position as Japan in the 1970’s but there are differences. Rapid industrialization in China without the proper Deming type systems in place is leading to quality control problems that are now making headlines on a weekly basis. From pet foods to tainted poisonous toothpaste, China has problems across the board. Tires have been manufactured lacking normal safety features. Other problems have included milk powder being faked. Several babies died as a result of its consumption. They even used a cancer-causing dye for the coloring of egg yolks.

Coupled with these product safety issues is an inflexible political system still based on communist ideology? This cannot continue indefinitely. No economic system in history can go through rapid economic growth and at the same time maintain an inflexible political system, not based on the rule of law. It has never happened before, and it is not going to work now.

English Teaching

The most common job for new foreigners is teaching English. Despite the thousands of English schools and 12 years of study at school, the English level in Japan remains at lower intermediate, ensuring strong demand for teachers. Every type of class and situation exists from Elementary schools right through to Flight Attendant Colleges. It can also be a great way into a previously non-existent position. I know of one teacher at a top Advertising agency who later became an English copywriter. He had no experience whatsoever in copywriting, they just liked him and enjoyed his lessons.

Without a doubt, the epicenter for entertainment work is Tokyo. There are around 60 major freelance agencies that offer all kinds of work to foreigners living in the area. It is not uncommon for first timers to walk into $1000 plus jobs, while their friends back home fight over $120 extras work. Experience is not expected – simply being foreign and having the right look is enough. In fact, most highly skilled dancers and actors would be appalled at how easy it is to get work and how the jobs are selected. Actual talent is very rarely considered – it is all about the look.

In many ways, the entertainment scene in Tokyo is a big break and a way to escape the comfort zone and limitations of home. Many foreigners living in Japan, doing the work, return home to find their friends are just as broke as they were 5 years ago, fighting over the same tiny piece of the entertainment pie, hoping desperately for a break. This truly is an extraordinary opportunity open to anyone with some professionalism and knowledge of Japan.

Japanese language skills.

For teaching English and Headhunting, Japanese is almost not required at all. Speaking with the students in Japanese is strongly discouraged – they are there to learn English after all, and in Headhunting, 95% of the candidates need to be effective communicators in English. That leaves Wedding Ministers – the ceremony is read in Japanese, dancing/hostessing – where some basic Japanese will be looked upon favorably and Acting/modeling/voice overs, where in most cases there will already be a translator and the pronunciation of 10 words in Japanese is more important that speaking ability.

2. If I plan to drive while in Japan, will my International Driver’s Permit (IDP) be valid?

A: Yes, you may legally drive using your IDP as a license for the duration of one year. After that, you will need to make other arrangements.

3. What happens after the period of validity for my IDP has passed?

A: Once one (1) year has passed, you will be required to either stop driving in Japan or to apply for a Japanese driver’s license through the proper channels and following the proper procedures.

4. What is the fastest way to obtain my Japanese driver’s license?

A: The fastest way to get your Japanese driver’s license is to do what is called an “exchange.” In this scenario, you are essentially leveraging your own, domestic driver’s license as a way to obtain your Japanese license much quicker. You will still need to take a short written test (which is fairly simple). To apply for a license, you need to apply to the prefectural government’s public safety commission, which is overseen in turn by the National Police Agency.

Types of Japanese licenses include:

* Provisional license, which is issued to a beginner driver who is still in training for their Class 1 license
* Class 1 license, which is the ordinary license required to operate a private automobile
* Class 2 license, which is required when operating a taxi or a bus

If you should choose to attend driving school, be sure to show up with your Alien Registration Card and your Japanese driver’s license (if already obtained). Also, your personal seal (hanko) and the necessary registration fee are also required. In order to qualify for private driver’s training, you will need to pass an aptitude test (eyesight, hearing and color recognition).

5. Will I be required to take a driving test in order to obtain my license?

A: If you are a citizen of Canada, Australia, or one of a few other countries, you may be able to skip the driving portion of the exam completely. However, Americans WILL be required to take the driving portion of the exam, at least as of the time of this writing.

Starting July 1, the government is set to impose power-use restrictions in areas serviced by Tokyo Electric Power Co. and Tohoku Electric Power Co. The scheme will target such facilities as large factories and buildings, all of which will be required to reduce their power consumption by 15 percent from last summer’s peak levels.

Similar action will be taken by Kansai Electric Power Co., which will ask private-sector companies and ordinary households to cut their electricity consumption by 15 percent. This is because the utility remains unsure about when–and if, for that matter–it will be able to restart operations at reactors closed for regular inspections.

Other power companies could follow suit, asking consumers to save electricity. These moves may well be regarded as inevitable, given the need to prevent a shortage of power this summer.

One challenge facing corporations will be to efficiently use a limited amount of electricity, a task essential to minimize the impact of power-saving efforts on their business operations.

Firms already taking action

It is reassuring to know that some companies have already come out with power-saving measures. Automobile and electronics manufacturers, for example, have decided to suspend operations at their plants on weekdays instead of weekends.

Power-saving steps adopted by these companies include replacing their lighting with light-emitting diode devices that require less electricity. They will also lengthen summer vacations and utilize daylight saving time, a measure to move up the time employees start work.
